两位前警官一个共同声音:自由党将继续向前,结束枪支暴力维护社区安全

“我知道他们爱枪,但我爱我们的孩子们。” I know they love their guns, but I love our kids. 

安大略万锦市,2021年9月16日——蒋振宇和布莱尔,两位自由党候选人都曾在警界服务数十载,维护所属地区民众的安全,两人都致力于寻求继续维护社区安全,把结束枪支暴力的措施继续推进向前。万锦市-于人村自由党候选人蒋振宇(Paul Chiang)和士嘉堡西南区候选人比尔·布莱尔(Bill Blair)阁下最近在万锦市出席中文媒体圆桌会议以及新闻发布会,讨论了结束枪支暴力和社区安全的问题。与他们一同出席圆桌会议的还有万锦-康山区候选人伍凤仪(Mary Ng)阁下,万锦市-多福全候选人何洁思(Helena Jaczek)阁下。

Markham, Ontario, September X, 2021 –  After decades of keeping the people they served safe as police officers, two Liberal candidates are seeking to continue protecting their communities by moving forward with proposals to end gun violence.  Paul Chiang, Liberal candidate for Markham-Unionville and Hon. Bill Blair, candidate for Scarborough Southwest, had a Chinese media roundtable recently to discuss the issue of ending gun violence and community safety. They were also joined by Hon. Mary Ng, candidate for Markham-Thornhill, Hon. Helena Jaczek, candidate for Markham-Stouffville.    

蒋振宇表示:“我在约克区警局担任警官近30年竭诚服务民众,并曾在多元化及文化资源部担任警长。我的职业生涯构筑于对公共服务的热忱之上,现在我希望以这样的热忱前往渥太华,做你们强有力的代言人。” 

“For nearly 30 years, I served as an Officer with the York Regional Police, and as a Sergeant with the Diversity and Cultural Resources Unit,” said Paul Chiang. “My career has been built on a passion for public service, and now I want to take that passion to Ottawa to be a strong voice for you.”  

比尔·布莱尔阁下担任多伦多警察约30年,长期从事打击毒品、团伙犯罪并调查重大刑事案件等工作。随后他升任多伦多警察局局长并在这一职位上又工作了10年。 布莱尔先生表示:”几十年来,我和蒋振宇曾经是警务上的良好拍档。现在,我期待着在议会中与他成为良好合作伙伴。 

Hon. Bill Blair served for 30 years as a Toronto police officer, with assignments involving drug enforcement, organized crime and major criminal investigations. He served for another 10 years as the chief of the Toronto Police Service.  “I had a great partner in policing for decades with Paul Chiang, and now I looking forward to having a great partner in Parliament,“ said Mr. Blair.

Throughout his decade of service as Toronto’s Police Chief, Mr. Blair witnessed a government in Ottawa that was more committed to the gun lobby than they were to public safety. We all witnessed the Conservative government make devestating cuts to resources for policing, for our national security agencies and for our borders. We saw them back then, as we are seeing the current Conservative leadership do now, make commitments to the gun lobby that weaken our gun laws.

“I’ve dedicated my life’s work to protecting communities from gun violence. As a police chief and the President of Canadian Association of the Police Chiefs at the time, I was very concerned with the direction where our country was going,” said Bill Blair. “It’s one of the reasons when I retired from the police service, I decided to go to Ottawa to work with a Prime Minister and a government that was more committed to public safety than they were to special interests like the gun lobby.

Since elected in 2015,  in recognizing the important work the police do in our communities, the Liberal government has invested over $300 million to support police across the country in combating gun and gang violence. These investments are working to undo the damage caused by previous Conservative cuts.

 Our Liberal Party also recognizes that community safety is not just about policing, it’s also about communities. As a government we moved forward with investing $250 million for anti-gang programming and prevention programs, helping at-risk youth and the people and organizations who are working on the ground to support them.

We also have brought very strong new laws to strengthen gun controls, including:  

  • 禁止1500种型号的攻击型武器的使用、销售或进口(对此,保守党投票反对,并发誓要在枪支游说团体的支持下废除这一措施,此举将再次允许这些武器的扩散)。 Banning the use, sale, or import of 1,500 models of assault-style weapons (to which Conservatives voted against and vowed to repeal with the support of the gun lobby, which would resume the proliferation of these weapons). 
  • 终身背景调查,以防止那些有虐待配偶或伴侣历史的人获得枪支许可证(保守党投票反对,其中包括来自万锦-于人村的保守党国会议员)。 Lifetime background checks to prevent those with a history of abuse against their spouse or partner from obtaining a firearms license (the Conservatives voted against it, including the Conservative MP from Markham-Unionville).  
  • 出台”红旗 “法,如果发现某人对自身或他人构成威胁,特别是对自己的配偶或伴侣,可以立即移除枪支。“Red flag” laws that would allow immediate removal of firearms if that person is a threat to themselves or others, particularly to their spouse or partner. 
  • 打击枪支走私和贩运,将最高刑罚从10年增加到14年监禁。Fighting gun smuggling and trafficking by increasing maximum penalties from 10 to 14 years imprisonment.   
  • 加强皇家骑警和加拿大边境服务局打击非法进口枪支的能力。 Enhancing the capacity of the RCMP and the Canada Border Services Agency to combat the illegal importation of firearms – funding that  again the Conservatives, including the current MP for Markham-Unionville, consistently voted against. 

继续向前,连任的自由党政府将:Moving forward, a re-elected Liberal government will:   

  • 强化我们关于禁止攻击性武器的法律,规定枪支所有者必须将这些枪支回售给政府,或由政府出资让这些枪支完全并永久无法使用。Toughen our laws on banned assault weapons by making it mandatory for owners to either sell the firearm back to the government or have it rendered fully and permanently inoperable at government expense.  
  • 打击高容量弹夹,并要求对能够容纳5发子弹以上的长枪弹夹实行永久性改造,使其永远不能容纳5发以上的子弹。 Crack down on high-capacity magazines and require that long gun magazines capable of holding more than 5 rounds be permanently altered so that they can never hold more than 5 rounds.
  • 禁止销售或转让可容纳超过法定数量子弹的弹夹。 Ban the sale or transfer of magazines that could hold more than a legal number of bullets.  
  • 预留至少10亿元,支持愿在其辖区内实施手枪禁令的省份或地区政府,守护我们城市和社区的安全Set aside a minimum of $1 billion to support provinces or territories who implement a ban on handguns across their jurisdiction, to keep our cities and communities safe.  。

In a debate on September 2, Erin O’Toole tried to deceive Canadians when he said he would maintain a ban on assault weapons. As found on page 90 of his platform, O’Toole has made it clear to the gun lobby that he will repeal the 2020 Order in Council that banned deadly weapons like the AR-15 that are designed to kill.

“奥图尔先生已经向枪支游说团体做出承诺,他们要解除对攻击性武器的禁令,并将这些致命的武器重新带回加拿大社会,包括那些曾在蒙特利尔理工学院、道森学院、魁北克清真寺和新斯科舍省用于杀害无辜者的武器,”布莱尔先生说道。“在过去的几天里,他还在继续试图在他的立场问题上误导加拿大民众,拒绝回答关于他是否会永久维持禁止这些致命武器的直接问题。” 

“Mr. O’Toole has made promises to the gun lobby that they will lift the prohibition on the assault weapons and bring these deadly weapons back to the Canadian society, including those used at École Polytechnique, Dawson College, the Quebec Mosque, and in Nova Scotia to kill innocent people,” said Mr. Blair. “Over the past few days he has continued to attempt to mislead Canadians about his position, refusing to answer direct questions about whether he would permanently maintain the prohibition on these deadly weapons.”

“There is no place for these weapons in this country. Canadians deserve better than Erin O’Toole who says one thing to the gun lobby and another to Canadians. I know they love their guns, but I love our kids. And we will always work for our children, our communities, and our families.”  

蒋振宇表示:“我们的社区应该是生活和养育孩子的安全和平之地,但美国式的枪支暴力现象正在上升。在疫情大流行期间,针对加拿大少数族裔的种族主义和仇恨犯罪的事件也在上升。保守党不支持这些合理和重要的措施,并要在枪支游说集团的支持下将我们引向倒退。对我们至关重要的是要推进向前,要以强有力的、切实的措施来守护加拿大人的安全。”

“Our communities should be safe and peaceful places to live and raise children, but American-style gun violence is rising. During the pandemic, racism and hate crime against racialized Canadians is rising,” said Paul Chiang. “Conservatives do not support the reasonable and important measures and will bring us backward with the support of the gun lobby. It is crucial that we move forward with strong and real measures to keep Canadians safe.”
