蒙特利尔当地时间9月18日晚6时，中国驻蒙特利尔总领馆一年一度的国庆招待晚宴在Windsor如期举行，现场约六百多名中外嘉宾、侨领、联邦政府代表应邀出席，共同庆祝中华人民共和国成立75周年华诞。

应邀出席的主要嘉宾有: 中华人民共和国驻蒙特利尔总领事馆戴玉明总领事及夫人、国际民用航空组织理事会主席夏基塔诺先生、国际民用航空组织秘书长萨拉萨尔先生、魁省国关厅助理副厅长瓦伦丁女士、生多秘书处副执秘 Mr. David Cooper、蒙特利尔市议员波贝阿努女士及各界侨领代表等。

中国驻蒙特利尔总领事馆戴玉明总领事在招待会上以中英法三语致开幕辞。他深情表达对祖国的热爱以及对中加友好充满憧憬。期间，他深情演唱《歌唱祖国》，使得现场每一位来宾共鸣和声，台上台下大合唱，歌声响彻整个大厅，家国情怀在歌声中油然而生。

Au nom du Consulat général de Chine à Montréal, je tiens à souhaiter une très chaleureuse bienvenue à vous tous. 当我还是个孩童的时候，妈妈教给我一首歌，歌是这样唱的：“一条大河波浪宽，风吹稻花香两岸，我家就在岸上住，听惯了艄公的号子，看惯了船上的白帆”。这首非常优美的歌曲，名字叫做《我的祖国》。

It’s a great pleasure to gather here with all of you tonight,to celebrate the 75th anniversary of the founding of the People’s Republic of China. On behalf of the Chinese Consulate General in Montreal, I would like to extend a warm welcome to all of you! I would also like to express my sincere gratitude to all friends who have long cared about and supported China’s development and made positive contributions to China-Canada relations!

When I was a child, my mother taught me a song. It goes like this: “一条大河波浪宽，风吹稻花香两岸，我家就在岸上住，听惯了艄公的号子，看惯了船上的白帆”。这首非常优美的歌曲，名字叫做《我的祖国》。”A big river with wide waves, the wind blows the fragrance of rice flowers on both sides, my home is on the shore, I am used to hearing the boatman’s call and seeing the white sails on the boat.” This very beautiful song is called “My Motherland”.

我的祖国是中国，这是一个古老而又现代的国家。中华民族有着五千多年悠久历史和灿烂文化，中华文明从远古一直延续发展到今天。中国今天所选择的发展道路，不仅是对近代以来180多年中华民族发展历史的深刻总结中走出来的，也是在对中华民族五千多年悠久文明的传承中走出来的。对于中国的悠久历史和中华民族的优秀传统文化，相信今天在场的很多人都很熟悉或有所了解。你们当中一定有人去过中国的万里长城、故宫、兵马俑；也一定有人喜欢中国菜，比如北京烤鸭、四川火锅、上海小笼包；还一定有人知道为什么春节吃饺子、贴对联、放鞭炮，端午吃粽子、赛龙舟、挂艾草，中秋吃月饼、赏月亮、寄相思。以上这些都是中国历史和文化的组成部分。同时，我也很高兴看到在这里的华人华侨依然保持了舞龙、舞狮、赛龙舟等中华民族传统习俗。

My motherland is China, a country both old and new. The Chinese nation has a long history and splendid culture of more than 5,000 years. The development path chosen by China today is not only the result of a profound summary of the development history of the Chinese nation over the past 180 years since modern times, but also the result of the inheritance of the Chinese nation’s 5,000-year-old civilization. I believe that many friends present today are familiar with or have some understanding of China’s long history and the excellent traditional culture of the Chinese nation. Some of you must have been to China’s Great Wall, the Forbidden City, and the Terracotta Warriors sites; some of you might like Chinese food, such as Beijing roast duck, Sichuan hot pot, or Shanghai dumplings; and some of you must know why we eat dumplings, post couplets, and set off firecrackers during the Spring Festival, eat rice dumplings, race dragon boats, and hang mugwort during the Dragon Boat Festival, and eat moon cakes, express missing feelings through description of moon during the Mid-Autumn Festival.昨天就是中国的中秋节，相信很多人一定会记起描写月亮的诗句：今夜月明人尽望，不知秋思落谁家；我寄愁心与明月，随风直到夜郎西；多情只有春庭月，犹为离人照落花；春江潮水边海平，海上明月共潮生。

All of the above are part of Chinese history and culture. After I arrived in Montreal, I am very happy to see that the Chinese community here still maintains some traditional Chinese customs, such as dragon dance, lion dance, and dragon boat racing.

当代中国是历史中国的延续和发展。今天我们在这里庆祝中华人民共和国75岁生日，我想同大家一起回顾75年前的历史性一刻。1949年10月1日，毛泽东主席在北京天安门城楼向全世界庄严宣告：“中华人民共和国中央人民政府今天成立了！”这是具有里程碑意义的时刻。中华人民共和国的成立开辟了中国历史新纪元。从此，中国结束了一百多年来被侵略、被奴役的屈辱历史，真正成为独立自主的国家。“占人类总数四分之一的中国人从此站立起来了”，成为国家的主人。正如歌曲《歌唱祖国》（ODE TO THE MOTHERLAND）所描述的：“五星红旗迎风飘扬，胜利歌声多么响亮，歌唱我们亲爱的祖国，从今走向繁荣富强。”即使是今天，当我们唱起这首歌的时候，依然是豪情万丈，斗志昂扬，充满了自豪和向往。

China in the contemporary times is the continuation and development of China in the past eras.Tonight we are here to celebrate the 75th birthday of the People’s Republic of China. I would like to review together with you a historic moment that happened 75 years ago. On October 1, 1949, Chairman Mao Zedong solemnly declared to the world from the Tiananmen in Beijing, “The Central People’s Government of the People’s Republic of China is founded today!” It marked a great milestone in Chinese history . The founding of the PRC opened a new era in Chinese history. From then on, China ended the history of being invaded and enslaved for more than a hundred years and truly became an independent country. The Chinese people, who account for a quarter of the total human population, have stood up since then, and become the masters of the country. As the song “Ode to the Motherland” describes, “The five-star red flag flutters in the wind, the song of victory is so loud, singing our dear motherland, from now on towards prosperity and strength.”正如歌曲《歌唱祖国》（ODE TO THE MOTHERLAND）所描述的：“五星红旗迎风飘扬，胜利歌声多么响亮，歌唱我们亲爱的祖国，从今走向繁荣富强。”Even today, when we sing this song, we are still full of passion and pride.

中华人民共和国成立75年来，中国发生了翻天覆地的巨大变化，中华民族迎来了从站起来、富起来到强起来的伟大飞跃。新中国成立之初，一穷二白、百废待兴。当时毛主席指出，“现在我们能造什么？能造桌子椅子，能造茶碗茶壶，能种粮食，还能磨成面粉，还能造纸，但是，一辆汽车、一架飞机、一辆坦克、一辆拖拉机都不能造。”1949年中国GDP总量仅123亿美元，人均GDP只有23美元，当时美国人均GDP1882美元，英国642美元，法国842美元，德国人486美元。但是，毛主席当时就说:“中国人民有志气，有能力，一定要在不远的将来，赶上和超过世界先进水平。”

At the beginning of the founding of PRC, China was a poor and less developed country. Chairman Mao once said, “What can we make now? We can make tables and chairs, tea bowls and teapots. We can grow grain and grind it into flour. We can make paper. But we can’t even make a car, an airplane, a tank, or a tractor.” In 1949, China’s per capita GDP was only 23 US dollars. At that time, the per capita GDP was 1,882 US dollars in the United States , 642 US dollars in the United Kingdom, 842 US dollars in France, and 486 US dollars in Germany. However, Chairman Mao said, “The Chinese people have the ambition and ability to catch up with and surpass the world’s advanced level in the near future.” Today, we have made it .

今天，我们做到了。中国人民在一穷二白的基础上创造了经济社会快速发展奇迹，用几十年时间走完了发达国家几百年走过的工业化历程，国内生产总值从1949年的123亿美元跃升至2023年的约18万亿美元，经济总量稳居世界第二，对世界经济增长贡献率保持在30%左右，成为140多个国家和地区的主要贸易伙伴。从制造能力讲，中国是唯一拥有联合国产业分类中全部工业门类的国家，制造业增加值占全球比重约30%，已经形成200多个成熟的产业集群。中国制造享誉全球。今年中国经济延续了总体平稳、稳中有进的发展态势，上半年增速达到5%，在世界主要经济体中表现突出。上半年中国新设立外商投资企业26870家，同比增长14.2%，制造业实际使用外资较去年同期提高2.4%。中国连续7年保持全球货物贸易第一大国地位，出口和进口国际市场份额连续15年保持全球第一和第二，对外投资连续11年稳居世界前三，资金流向覆盖全球155个国家和地区。

Over the past 75 years since the founding of the PRC, China has undergone tremendous changes, (ushering in a great leap from standing up, to getting rich and becoming strong.),and created a miracle of rapid economic and social development. We have completed the industrialization process in just a few decades. Our GDP has jumped from 12.3 billion US$ in 1949 to about 18 trillion US$ in 2023. China’s total economic volume ranks second in the world, and its contribution rate to world economic growth remains at about 30%. We are the main trading partner of more than 140 countries and regions. In terms of manufacturing capacity, China is the only country that has all the industrial categories in the United Nations industrial classification. In 2024, China’s economy has kept a steady momentum with concrete growth. The growth rate in the first half of the year reached 5%, one of the best among the world’s major economies.(26,870 new foreign-invested enterprises were founded in China. China has maintained its position as the world’s top trading nation in goods for seven consecutive years, and its international market shares of export and import have remained the world’s first and second for 15 consecutive years. China’s overseas investment has ranked among the top three in the world for 11 consecutive years, and its capital flows cover 155 countries and regions around the world.)

习近平主席强调指出，人民对美好生活的向往就是我们的奋斗目标。中国政府积极践行以人民为中心的发展思想，紧紧抓住人民最关心最直接最现实的利益问题。改革开放以来，中国近8亿农村贫困人口摆脱贫困，对世界减贫贡献率超过70%。同时我们也不应忘记，在中国脱贫攻坚进程中，1800多名党员、干部将生命定格在了脱贫攻坚征程上。中国正以高质量发展全面推进中国式现代化，将引领14亿多人整体迈入现代化，这是人类史上的罕见壮举，必将为中国和世界的发展提供源源不断的动力。

President Xi Jinping stressed that the people’s aspiration for a better life is our goal. The Chinese government actively practices the people-centered development philosophy. Since the reform and opening up, nearly 800 million rural population in China have been lifted out of poverty, contributing more than 70% to the world’s poverty reduction. In the process of poverty alleviation in China, more than 1,800 CPC members sacrificed their lives for this noble cause. At present China is comprehensively advancing Chinese modernization with high-quality development, which will lead more than 1.4 billion people into modernization as a whole. Such a historic move, rarely seen in the human history, will provide strong impetus for the development of China and the world.

不久前召开的中国共产党二十届三中全会提出300多项重要改革举措，对进一步全面深化改革、推进中国式现代化作出系统部署。我们相信，这些改革举措的落实，将源源不断为中国式现代化激发活力、增添动力，也将为中国同世界各国深化互利合作、实现共同发展提供更多新机遇。我们敞开怀抱真心欢迎包括加拿大特别是魁北克新不伦瑞克在内的各国企业继续投资中国。近期我们出台了一系列便利外籍人员来华政策措施，包括对15国试行免签入境15天政策，将144小时过境免签政策适用范围增至37个口岸、54个国家，持续优化支付服务等等。今年前7个月，中国各口岸的入境外国人超过1700万人次，同比增长129.9%。眼见为实，欢迎加拿大特别是魁北克新不伦瑞克的朋友和在场的朋友多到中国走一走、看一看，了解真实的中国。BIENVENUE!

The Third Plenary Session of the 20th CPC Central Committee held not long ago proposed more than 300 important reform measures. We believe that these measures will continuously stimulate vitality and add momentum to Chinese modernization, and will also provide more opportunities for China to deepen mutually beneficial cooperation and achieve common development with other countries. We sincerely welcome companies from all countries, including Canada, especially Quebec and New Brounswick, to continue to invest in China. Recently, we have introduced a series of policies and measures to facilitate foreign travelers to visit China. In the first seven months of this year, foreign travelers made more than 17 million visits to China, an increase of 129.9% year-on-year. Seeing is believing. We warmly welcome Canadian friends, especially our friends from Quebec and New Brounswick,and those who are present here, to visit our country and know the real China. BIENVENUE!
